THE NEW REQUIREMENTS FOR A QUALITY TOOL – A SURVEY OF THE DEVELOPMENT NEEDS OF THE QUALITY CRITERIA
Statement
The final thesis work of Paula Hupponen is a report on the development needs of the quality criteria for online public services. The quality criteria were launched in 2004 to define the properties of high-quality online public services and to identify development targets. Two years after the adoption of the criteria, the Public Management Department of the Ministry of Finance and the Government Information Management Unit wanted to find out how the criteria could be improved. The study interviewed users of the criteria, various experts and used previously collected feedback. This resulted in a large number of development suggestions for the content of the criteria and the usability of the evaluation tool associated with the criteria. The results reveal the role of the quality criteria for online public services as a pioneer in its field. A development project based on the report was launched in winter 2007.
Biography
Paula Hupponen studied new media at the University of Art and Design Helsinki and graduated with an M.A. in 2006. She had previously graduated from the Department of Journalism and Mass Communication at the University of Tampere. In recent years, Hupponen has worked with online service design and research in the public sector and as a freelancer. She is currently employed by Endero Oy in online service research and online communications design and consulting.
